Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from different nations. Significant resources is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles flew past – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a dependence that regional partners are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
